NSF 25-547 requires Intellectual Merit and Broader Impacts headings in both GRFP statements. What each criterion must prove, and how to audit your own draft.
NSF GRFP: Intellectual Merit vs Broader Impacts — What Each Section Has to Prove
Most GRFP drafts that fail on Broader Impacts do not fail because the applicant has done nothing for anyone. They fail because the applicant wrote a research autobiography, noticed near the end that a second criterion existed, and appended a paragraph promising future outreach. The heading is present. The section is there. And it evidences nothing that happened.
That is the specific problem this post is about: not "how do I write the GRFP statements," but what each of the two criteria is actually an argument for, what counts as evidence for each, and how to check your own draft before it goes into the module.
Cycle note, and it matters for every mechanical claim below. Everything quoted here was verified on August 19, 2026 against NSF 25-547, the GRFP program solicitation that NSF's GRFP program page still listed as current on that date. No FY2027 GRFP solicitation was posted as of August 19, 2026, so no date anywhere should be read as a 2027 deadline — there is not yet a published one. A newer solicitation supersedes NSF 25-547, and page limits and heading rules are exactly the kind of thing that can move. What NSF actually says the two criteria are
NSF defines each criterion in one sentence, and the two sentences are doing different work:
The Intellectual Merit criterion encompasses the potential to advance knowledge.
The Broader Impacts criterion encompasses the potential to benefit society and contribute to the achievement of specific, desired societal outcomes.
Read them side by side and the split is clean. Intellectual Merit points at knowledge. Broader Impacts points at people, and a named outcome for them. Both are stated as potential — GRFP is funding a person, and the statements are the evidence for that potential rather than a bid for a project. NSF 25-547 is explicit that neither criterion can carry an application on its own:
Both the Intellectual Merit and Broader Impacts criteria are to be given full consideration during the review and decision-making processes; each criterion is necessary but neither, by itself, is sufficient. Therefore, applicants must fully address both criteria.
The Broader Impacts criterion also has a source, which is worth knowing because it explains why "benefit society" is not decoration. NSF 25-547 quotes the agency's statutory purpose: "to promote the progress of science; [and] to advance the national health, prosperity, and welfare by supporting research and education in all fields of science and engineering." Broader Impacts is the second half of that sentence, made into a review criterion.
The lists reviewers are pointed at
The program's public merit review criteria page gives concrete lists in applicant-facing form. For Intellectual Merit, it lists the applicant's ability to "Plan and conduct research," "Work independently," "Work as a part of a team," "Interpret and communicate research (e.g., through publications, or presentations)," "Take initiative," "Think creatively," "Solve problems," and "Persist and overcome challenges," alongside "demonstrated intellectual ability (as indicated by grades, coursework, awards, etc.)."
Notice what that list is not. It is not a list of techniques, instruments, or subfields. Every item is a behavior under conditions — something you did when the experiment failed, when nobody told you what to do next, when the result had to be explained to someone outside your group.
For Broader Impacts, the listed desired societal outcomes include increasing participation in STEM, improving "STEM education in schools through outreach and mentoring," increasing "public scientific literacy and public engagement with STEM through community outreach," increasing "collaboration among academia, industry, and other types of organizations," improving "education and educator development – at any level – in STEM," improving "the well-being of individuals in society," developing "a globally competitive STEM workforce," improving national security, increasing "the economic competitiveness of the U.S.," and enhancing "infrastructure for research and education."
Ten outcomes, and only two of them are the thing most drafts reach for. Outreach and mentoring are on the list; so are collaboration across sectors, research infrastructure, and workforce development. An applicant who has never run a K-12 event but who built the shared analysis pipeline three labs now use has a Broader Impacts case sitting in plain sight.
The structural rule: two headings, both documents, or no review
Before any of the substance matters, there is a mechanical requirement that ends applications. NSF 25-547 states it as a format rule:
Separate sections for "Intellectual Merit" and "Broader Impacts," under individual headings and separated by a line break must be included in both the Personal and Research Plan statements. DO NOT include other terms in the individual headings, combine these two sections into one section, or combine them with any other section;
The consequence is attached in the same list, twice over: applications that do not conform to the heading and section requirements, or that lack the line breaks between sections, "will be returned without review." Both statements need both headings — the Graduate Research Plan Statement carries the same requirement — the headings are the literal words with nothing added, the sections cannot be merged, and the line break is itself an itemized condition. An application returned without review is not read on the merits at all — the science, the evidence, and the year of work behind it never reach a panel. That is why the compliance pass belongs at the start of your process rather than the night before — you want the headings in the document from the first outline, because retrofitting them into finished prose usually reveals that one criterion was never really answered. The page limits under NSF 25-547 are three pages for the Personal, Relevant Background and Future Goals Statement and two pages for the Graduate Research Plan Statement, with those limits including "all references, citations, charts, figures, images, and lists of publications and presentations."
What Intellectual Merit has to prove
Intellectual Merit is an argument that you have the potential to advance knowledge, and it is proved by decisions you made — not by the difficulty of the field you happen to be in, and not by the equipment you have touched.
The single most common weak Intellectual Merit section is a technique inventory: a paragraph establishing that the applicant has run this assay, used that package, operated that instrument, cleared that safety training. Every sentence is true. None of it distinguishes the applicant from anyone else who was in that lab that summer, because none of it names a moment where the applicant chose.
The stronger version answers three questions in sequence:
- What did you decide? Not what the project was — what you concluded had to change, and on what evidence.
- What happened because you decided it? A result, a method that now works, a hypothesis eliminated, a collaboration that started.
- What does that show about how you work? This is where the reviewer's list earns its keep: initiative, creative thinking, problem-solving, persistence.

Stronger: "Our counts disagreed between operators, so I tested whether the discrepancy tracked with slide preparation rather than with imaging, rewrote the mounting step, and cut inter-operator variance enough that the group adopted the revised protocol."
The second version contains the same microscopy. It also contains a diagnosis, a decision, an action, and a consequence — which is the whole difference between an activity and evidence.
Two failure modes are worth naming separately because they are so widespread:
The dissolved "we." In a genuinely collaborative project it is honest to write "we found," and it is fatal to write only that. A reviewer cannot assess your potential from a paragraph in which no individual acts. Keep your own verb in the sentence: the group's result can stay collective while your contribution to reaching it stays visible.
The prestige substitution. Naming a well-known lab, a selective program, or a high-impact venue is a credential, not evidence of how you work. Credentials belong on the transcript and in the letters. If a sentence in your statement stops carrying information once the famous name is removed, it was never carrying evidence.
What Broader Impacts has to prove
Broader Impacts is an argument that your work and your presence in science benefit people, toward a specific and nameable outcome. That is a higher bar than "I care about this," and a much lower bar than "I have founded a nonprofit."
The criterion has two halves, and drafts almost always supply one:
- Something you actually did, with a beneficiary and a result. Past tense, observable, attributable to you.
- A forward plan that is plausible because of the first half. Not a promise produced from nothing — a continuation a reader can believe because you have already done a smaller version of it.
A Broader Impacts section that is all forward plan reads as intention. A section that is all past activity reads as a CV extract. The pairing is what makes it an argument.
Constructed illustration, written for this guide. It is not taken from any real application. Weak: "As a fellow, I will be committed to outreach and to broadening participation in the sciences." Stronger: "I rewrote our instrument-training materials for students with no prior lab access and ran the sessions for two intake cohorts; the second cohort's students completed independent runs without staff supervision, and I plan to extend the same materials to the department's summer program, where trainees currently arrive with no equivalent onboarding."
Same commitment. The second version has a beneficiary, an action, an outcome you could check, and a next step whose plausibility rests on the outcome.
Three tests will catch most weak Broader Impacts sections:
- Name the beneficiary. Not "the community" or "society" — which students, which cohort, which practitioners, which downstream users of the tool.
- Name the outcome. Something that changed and could in principle be observed by someone else. "Raised awareness" fails this; "the two trainees now run the protocol independently" passes it.
- Delete the sentence and see what is lost. If nothing is lost, the sentence was a statement of values. Values are fine; they are not the criterion.
And on the research plan side specifically: Broader Impacts is not the importance of your topic. "This disease burdens millions" is background, not impact. The criterion asks for a route from a result you might obtain to someone who would be better off — who uses it, through what channel, and what they can do afterward that they cannot do now. A route can be modest and still be real. An unrouted claim of societal importance is the single most common Broader Impacts paragraph in the pile.
Same criteria, different evidence, in each of the two documents
Both statements carry both headings. That does not mean the sections are interchangeable, and copying a paragraph across is visible immediately — a reviewer reads both documents.

The panel context matters for both. The program's official statements page tells applicants "Don't get bogged down in specifics, or be overly technical," and explains why: "While reviewers will generally be knowledge experts in your general field, they probably will not be experts in your specific proposed research topic." A Broader Impacts route that only a specialist can follow is functionally the same as no route. The same page asks you to "Develop a consistent theme in both statements," which is what stops two documents with four headings from reading as four unrelated essays.

The highlighter pass, run on your own draft
We published this diagnostic first for recommenders, in the GRFP letter mistake: all merit, no Broader Impacts. It inverts cleanly for applicants. Print both statements and mark every sentence as one of three things: IM-evidence, BI-evidence, or neither.
Then count, and read the pattern:
A large "neither" pile. Expected in small amounts — transitions, context, the sentence that sets up a section. When it runs to a third of the document, you are spending pages of a three-page limit on material that evidences no criterion. Common occupants: restated CV lines, gratitude closers, general statements about the importance of the field, and paragraph-long setups for one-sentence points.
BI-evidence that exists only as an adjective. "A committed mentor" is zero highlighted sentences. One mentoring incident with an outcome is real evidence. This is the same test the letter version applies, for the same reason.
BI-evidence quarantined at the end. If every highlighted BI sentence sits in the last paragraph under the heading, ask whether the criterion was answered or merely acknowledged. The heading rule requires a separate section; it does not require that the section be the only place the criterion appears, and a Broader Impacts case that is visible in your background as well as under its own heading reads as a through-line rather than a compliance step.
Sentences that would be true of anyone in your lab. Mark these too. They are usually classified as IM-evidence on the first pass and are not evidence of anything about you.
The same evidence in both documents. If a highlighted sentence in the research plan restates a highlighted sentence in the personal statement, one of them has to change. Two documents, roughly five pages, and duplicated evidence buys you nothing while costing you space in a hard page limit.
The fix for a thin criterion is almost always substitution rather than addition, because the page limits are real. Cut the third research example and keep the best two; a third incident of the same kind rarely adds to what the best two already establish, and the recovered space buys a Broader Impacts paragraph with an actual outcome in it.

One caution about templates: the program publishes its own
GRFP_Personal_Statement_Template.dotx and
GRFP_Graduate_Research_Plan_Template.dotx on its
application resources page,
where the stated purpose is that "Templates have been provided to assist you
with formatting." They are cut to the current solicitation. Use those rather
than a formatting recipe copied from a blog post, including this one, and
re-download them when a new solicitation posts.
The recommender-side twin, and why the split matters
This post is written from the applicant's chair. There is a matching failure on the other side of the file, and it is worth understanding because the two interact.
Reference letters are asked to address both criteria too. NSF's reference writer requirements say it in one line — "Please address both the Intellectual Merit and Broader Impacts of the applicant in your letter" — and letters default overwhelmingly to Intellectual Merit anyway, because the advisor relationship is a research relationship and research is what fills the page. The interaction is the point. If your statements carry a real Broader Impacts case and every letter in your file is merit-only, that half of your application rests on self-report with no corroboration from the people who watched you do it. Writing the letters yourself is not the fix — the self-draft arrangement has no legitimate version in fellowship references. What you can do is brief your writers with the material they would not otherwise have: who you trained, what you built, what happened as a result. Reviewers are told to use "all available information in the completed application," and a Broader Impacts claim that appears in both your statement and an independent letter is in a different evidentiary position than one that appears in neither.

Note that the mandatory-headings structure is a GRFP feature specifically — the NDSEG essay boxes ask different questions under different rules, and porting a GRFP section across without rewriting it is a reliable way to answer the wrong prompt.
Getting the draft read before it ships
The criterion problem is hard to see from inside your own draft. Every sentence in a merit-only statement is true, specific, and yours, which is exactly why the missing half stays invisible until someone else reads it.
An advisor read is valuable and finite, and best spent on the questions only your advisor can answer — whether the research direction is credible, whether the plan is feasible at graduate scale. It should not be spent catching a Broader Impacts section that is three sentences of intention.
