UK PhD Funding and the International Fee Gap

A UK PhD offer does not necessarily include funding. Even a UKRI studentship may leave an international tuition gap unless the university or another funder covers it. Confirm the fee payer, living stipend and support duration before treating an offer as fully funded.

Why “UKRI-funded” is not the whole answer

UKRI's student guidance states: “UKRI only contributes up to the value of home fee rates.” International students may need to contribute additional fees, with the provider specifying the amount. UKRI also says its funding does not pay students' visa costs or Immigration Health Surcharge.

That does not mean every international UKRI student must pay a fee gap. In its 2026-entry funding information, Cambridge's CREATES NERC Doctoral Landscape Award says the university waives the difference between home and international fees. It separately excludes visa and health-surcharge costs. This is a particular scheme's published arrangement, not a promise for all Cambridge awards or future cohorts.

The useful question is therefore: who covers my actual fee liability, for how long, and where is that confirmed?

Classify the documents you have

Cambridge's postgraduate funding guidance says admission and funding offers usually arrive separately. It also notes that some funds have separate applications and deadlines. A course offer alone does not establish the result of those funding processes.

Do not turn “we have nominated you” into “I have secured funding” in another application or in your personal budget.

Calculate the gap without spending the stipend twice

Illustrative arithmetic, not a university fee estimate: Suppose an offer lists £28,000 in annual tuition, £6,000 in fee support and a £22,000 living stipend. Without another confirmed fee award, the tuition gap is £22,000. Using the entire stipend to pay that gap would leave no stipend for living costs.

If the university confirms it will waive that £22,000 difference, the position changes substantially. The stipend can then serve its stated living-cost purpose. Housing, travel and excluded charges still need their own budget; a tuition waiver does not pay those bills.

Send the graduate funding office a short request naming your course, entry year and fee status:

• Does this award cover the full tuition I will be charged, including the overseas difference?
• Is that coverage confirmed for every funded year, including any fee increases?
• Which living, research and other costs are included or excluded?
• Do tuition support and stipend payments end on the same date?

Ask for the answer in writing and retain it with the award conditions. A department webpage is useful evidence, but your award needs to identify the support attached to your place.
