LOM vs SOP for Germany: Is It the Same Document?

For a German master's, an LOM (letter of motivation), a Motivationsschreiben and TUM's "statement of purpose" are the same document: a letter of about one page that argues fit to one programme. A US statement of purpose (the University of Illinois sets 500 to 1,000 words) becomes that document only after you cut it.

The label is noise. TUM itself prints both names side by side. What actually differs from a US SOP is the length, the reader (who checks your file against the programme's published requirements), and the story arc, which a German taught master's does not ask for. So the work is cutting, not renaming. If your target may not read a letter at all, check who asks for a motivation letter in Germany first.

Every university and agency page quoted below was checked on 31 October 2026. Requirements change between intakes, so recheck the programme page before you upload.

Short answer: one document, several names

Here is what eight official pages call the document, and the limit each one states.

Applying outside Germany too? Motivation letter vs statement of purpose in Europe sorts 13 other European universities by what their questions actually ask.

Who publishes itThe name it usesLimit stated on that page
uni-assist glossary"Letter of motivation""usually one or two pages long"
TUM style guide"statement of purpose (letter of motivation)""generally be no longer than one page"
TUM M.Sc. Data Engineering and Analytics"statement of reasons""max. 2 pages"
Saarland University M.Sc. Embedded Systems"personal statement"none stated on that page
TU Berlin M.A. Design and Computation"letter of motivation""max. 2 DIN A4 pages"
RPTU M.Sc. Commercial Vehicle Technology"Letter of motivation""max. 2 pages"
Hertie School MPP"letter of motivation""500-900 words"
German Missions in India visa checklist"Intention to study (freely written letter) – a motivation letter"none stated; this is the visa letter, not the university one

Seven of the eight are the university letter under different names. The eighth is a different document with a similar name, and it has its own section below.

TUM's style guide also says what the document is for, whatever you call it: "The statement of purpose is not just a letter of motivation. Instead, you should explain why you are suitable and committed to studying at TUM."

Our view: treat "LOM vs SOP" as a vocabulary question with a one-word answer (same), and spend your time on the question underneath it: what does this programme's page ask the letter to do, and in how much space?

The countercase: a few German programmes ask for a second, different piece of writing beside the letter. TUM Data Engineering and Analytics asks for "A statement of reasons" and also "A scientific essay of approx. 1,000 words on a specified topic". The essay is not a longer letter. It is a separate document with its own rules, so do not merge the two.

Where it really differs from a US SOP

Three things change when the same applicant writes for Germany instead of the US.

A letter for a Hochschule master's is shorter again and is read for applied fit, not research.

1. Length. The University of Illinois graduate college says its academic statements "range from 500 to 1000 words maximum", set by each programme. TUM's default is one page. At TUM's own format (12-point Times New Roman or Arial, 1.5 line spacing, 2 cm margins), one page holds roughly 350 to 450 words, by our estimate. A 1,000-word US draft is two to three times too long for a one-page German programme.

2. The reader checks you against a list. German programmes publish what they will check, and they check it from your documents. TUM's Mechanical Engineering page says: "In the initial stages, the grades you obtained during your Bachelor's program, as well as your written documents, will be evaluated using a point system." RPTU's CVT page lists the subjects it wants to see across three fields and scores the grade separately. Saarland's Embedded Systems page asks for "Proof of subject-specific knowledge and skills" in named areas of mathematics, informatics and engineering. A US-style paragraph about how your interest grew does not answer any of those lists. A sentence that names the subject you covered does.

3. No research arc for a taught master's. A US research statement can tell the story of a research question. A German taught master's letter is asked something narrower. TUM Data Engineering and Analytics, for example, wants you to "explain your specific qualification and exceptional commitment for this particular Master's program" and to "make clear the connection between your specific qualifications and the contents of the program." That is a fit argument, not a narrative.

On authorship, the same TUM programme page states: "The statement of reasons must be your own work and you have to write it without any assistance. We reserve the right to check the essay for authorship of the applicant and the use of unauthorized tools." That is the programme's rule, quoted in full, and it is yours to follow.

Can you reuse your US SOP?

Yes, as raw material. No, as a file. Run this procedure on the US draft, one sentence at a time.

  1. Keep every evidence sentence. A course, a project with a result, a job task, a tool you used. These carry over almost unchanged.
  2. Cut the narrative opener. If the first paragraph is about when your interest began, delete it. The German reader's first question is why this programme.
  3. Cut US-only parts. A paragraph naming faculty you want to work with fits a US research degree. For a German taught master's, name the programme's subjects or modules instead. Drop GRE talk unless the programme asks for a test score; TUM Data Engineering and Analytics asks for a "GRE or Gate score" from applicants with a B.Sc. from "Bangladesh, China, India, Iran, Pakistan", but the score goes in the upload, not the letter.
  4. Add the programme's own words. Rewrite the opening so it names the degree and the university, and map your evidence to the subjects the programme lists.
  5. Cut to the limit. One page unless the programme page says more. Then stop.
  6. Add the header. uni-assist asks for the university and course "visibly and in bold print at the top". The motivation letter format for Germany page covers the rest.

Constructed example: a US paragraph cut for Germany

Constructed example, written by us, not a real applicant statement. Context (invented): an Indian computer science graduate who wrote a US data science SOP and is now applying to TUM Data Engineering and Analytics.

US version (96 words):

Ever since I first wrote a program that crashed my family's computer, I have been drawn to the question of how machines handle more data than they were built for. That curiosity grew through my undergraduate years, when I discovered distributed systems, and it shaped every choice I made. In my final year I joined a research group studying query optimisation, and I knew I had found my calling. I am now eager to deepen this passion at a world-class institution where I can work with leading faculty and contribute to cutting-edge research in data engineering.

German rewrite (78 words):

I am applying to the M.Sc. Data Engineering and Analytics at TUM because the programme is built around processing and analysing very large data sets, which is the problem my final-year project worked on. In that project I rewrote the join order for a reporting query on a 40-million-row table and cut its run time from 11 minutes to 90 seconds. My courses in databases, distributed systems and algorithms are listed in the curriculum file I have uploaded.

What changed, and why. The childhood opener and the "calling" sentence are gone, because the programme asks why this degree and this university. "World-class institution" and "leading faculty" are gone, because they name nothing the reader can check. The project stayed, with its number. The courses are now pointed at the curriculum file the programme requires, so the reader can verify them. The rewrite is 18 words shorter and says more.

The third document: the visa letter

The visa letter is not the university letter under another name. The German Missions in India checklist asks for a letter on "why you would like to study in Germany, why you have chosen the specific degree programme and university, how you found that university and what your plans are after graduation". The reader is a visa officer, and the decision is a visa, not admission. Write it after you have the admission letter. The university vs visa motivation letter comparison sets out the differences, and the Germany student visa SOP sample shows one.

Questions about LOM and SOP for Germany

Is an SOP and a motivation letter the same for Germany?

For a German master's, yes. TUM's style guide writes "statement of purpose (letter of motivation)" as one item. What differs is not the name but each programme's limit and questions.

Can I use the same SOP for the US and Germany?

Not as the same file. Keep the evidence sentences, cut the opener and the US-only parts, rewrite the opening for the programme, and cut to its limit. One page is TUM's default, so a 1,000-word US statement has to lose more than half its length to fit (our arithmetic, using the 350 to 450 words a page holds).

Is a 1,000-word statement of purpose acceptable for an MS in Germany?

Only where the programme allows it. Hertie MPP asks for 500–900 words, and TU Berlin's Design and Computation allows two A4 pages. At a programme with TUM's one-page default, 1,000 words is over the limit. Do not confuse TUM Data Engineering and Analytics' 1,000-word scientific essay with its two-page statement of reasons.

Is LOM the same as a letter of recommendation?

No. LOM means letter of motivation, which you write. A letter of recommendation is written by a referee. RPTU CVT, for example, asks for both: "Letter of motivation (max. 2 pages)" and "One letter of Recommendation from faculty staff".
