TU Delft has the most detailed and demanding motivation letter requirements of any Dutch university. Their application page states:

If you are applying to Erasmus, check your specific program. The difference between "not considered at all" and "two separate written assignments" could not be larger.
TU Eindhoven (Eindhoven University of Technology)

Unlike US or UK applications, all Dutch university applications begin through a centralized national platform called Studielink.
