You can apply during a master's without necessarily being allowed to start the PhD before finishing it. Check whether the doctorate requires that master's, when it must be completed and whether the program explicitly permits any overlap.
Application permission is not the completion deadline
K-State Geography's graduate FAQ allows applications from students whose master's is still in progress. It also says students who have not completed the master's by the end of their first PhD semester are subject to dismissal. That is a specific departmental completion limit, not permission to leave the prior degree unfinished indefinitely. K-State Geography graduate FAQ.
Utah State's 2026–27 Graduate School catalog states that the required previous degree must be completed before matriculation in the academic department. It identifies the bachelor's as the general requirement and a master's for some doctoral programs. It does not say that every PhD requires a master's. The practical distinction matters: a department with an explicit first-semester completion provision and a program requiring completion before matriculation do not offer the same scheduling flexibility.
Establish the condition in three steps
First, identify the credential your admission depends on. Read the doctoral program's entry requirements and your offer. If a master's is not required, do not invent a universal master's-completion gate. Conversely, do not assume a bachelor's-entry route overrides a condition specifically attached to your admission.
Second, identify what counts as completion. Ask whether the university needs confirmation of all degree requirements, a formal award or another specified record. A thesis defense, final revisions, repository submission and degree award can happen on different dates. Your expected defense date alone may not answer the question.
Third, establish the permitted timing in writing. Ask the doctoral program which deadline applies to your case and whether an overlap is authorized. Include the remaining tasks and the date your current institution expects to confirm completion. Do not treat a professor's enthusiasm as an amendment to the admissions condition.
If the schedule does not work, ask about available start-date options before committing to travel or a move. A later start, if available, requires its own approval; this comparison does not establish a right to defer.
An illustrative November defense
Illustrative case: An applicant hopes to begin doctoral study in September, but their master's defense is scheduled for November. Revisions and final degree processing will follow.
For a Utah State doctorate that requires the master's before matriculation, the September start conflicts with the published credential rule unless the university confirms an applicable authorized arrangement. An application submitted earlier does not resolve that conflict.
K-State Geography's published first-semester limit creates a different question: can the applicant actually complete the master's by that limit, and does their admission permit this schedule? A November defense is not enough evidence if substantial requirements could remain afterward.
The applicant should obtain a realistic completion timeline from the current institution and confirmation from the doctoral program. Comparing only the two admission letters' start dates would miss the decisive difference.
Keep the statement separate from the enrollment condition
