Transferring PhD Programs: Start Over?
Changing PhD universities can mean applying as a new doctoral student, even after substantial progress elsewhere. Before treating a move as a transfer, obtain separate answers about admission, coursework, qualifying milestones and dissertation work. One approval does not settle the others.
Prior enrollment does not establish advanced standing
Princeton permits applications from students already enrolled in a similar doctoral field. If admitted, they begin as new doctoral students; dissertation work from another institution cannot be transferred or incorporated into the Princeton dissertation. Princeton graduate application policy.
UChicago Sociology also welcomes applications from doctoral students elsewhere as new applicants. It does not automatically transfer courses or milestones. These rules support a firm planning assumption: apply for the new research opportunity, and establish what previous work will count separately. Do not build the decision around an assumed continuation at the same doctoral year.
Ask four different questions
Make a record for each destination, with the published answer and the office responsible for any unresolved point.

For course questions, prepare syllabi, transcripts and descriptions of assessed work. For research questions, explain the project accurately, including collaborators and your own contribution. These materials help the relevant office answer a concrete question; they do not create a right to advanced standing.
Record a possible waiver as pending until it is approved. A faculty member's enthusiasm about your research and a graduate school's decision about requirements are different kinds of evidence.

An illustrative second-year move
Illustrative case: A second-year doctoral student has completed eighteen credits, passed qualifying examinations and begun dissertation research. They want to apply elsewhere because their research direction now needs a different supervisory environment.
At Princeton, the student should read the new-student requirement together with the restriction on incorporating earlier dissertation work. Their previous experience can inform how they explain their preparation, but they should not assume the existing dissertation will become the new dissertation.
At UChicago Sociology, an eventual post-matriculation coursework review is possible. That possibility does not promise admission into year three, automatic recognition of examinations or a shorter degree.
The applicant's comparison should therefore describe what they would gain academically and what they may need to complete again. Counting elapsed years at the first university as years automatically credited by the second would conceal a major uncertainty.
Avoid making irreversible departure plans on the basis of a possible waiver. Obtain the actual admission decision and applicable requirements before treating the new route as confirmed.
