Tuition Waiver: Why Do Grad Fees Remain?

A tuition waiver can leave fees payable, and some waivers cover only part of assessed tuition. Before accepting an assistantship package, match each charge to its stated benefit. The word “waiver” alone does not establish that your university bill will be zero.

Two policies show what the label can hide

Illinois's 2026–27 handbook distinguishes full tuition waivers from base-rate waivers, with the applicable category determined by the graduate program. A base-rate waiver can leave nonresident or program-specific tuition payable. Waiver-generating appointments also have appointment-percentage and duration conditions; some programs are excluded. At the University of Rhode Island, the 2026–27 full-time, twenty-hour assistantship benefit lists full tuition coverage but only a forty-percent waiver of standard fees. These examples answer different parts of the same problem: first determine which tuition is covered, then determine which other charges are covered. Neither step can be replaced by reading the stipend amount.

Reconcile the offer against the bill

Use the offer or appointment letter, the applicable waiver policy and the current fee schedule together. Make one row per charge, with its amount, coverage rule and remaining balance.

Separate base tuition, nonresident assessments, program differentials, standard fees, special course charges and insurance. Do not classify every charge containing the word “student” or “health” as the same type of fee.

Then check the appointment itself. Does the letter identify the workload, dates and benefit category that generate the waiver? At Illinois, the ordinary waiver-generating appointment range is twenty-five through sixty-seven percent time for at least three-quarters of the academic term; its policy also contains a specific summer teaching exception. An assistantship title alone does not supply those facts.

If the offer and bill do not reconcile, ask the graduate funding contact which item is a student responsibility and which is an adjustment still being processed. Record that distinction rather than treating every visible charge as either final or automatically temporary.

An illustrative fee calculation

Illustrative arithmetic, not a quoted URI bill: Suppose a student with the full-time URI assistantship has $1,000 in charges classified as standard fees under the applicable schedule.

A forty-percent waiver would cover $400, leaving $600 of those standard fees payable. Full tuition coverage does not erase that remaining $600. Any nonstandard charges would need their own rows, as would separately listed insurance benefits.

Now change the appointment to a different workload or move the student to a different university. The example's percentages should not travel with them. Start again with the benefit category attached to that actual appointment.

The same method catches a base-rate tuition waiver elsewhere: even if the base tuition row reaches zero, a separate program differential may remain. Ask for the classification before assuming the university has made an error.

Keep charge coverage separate from annual support
