Hertie School Motivation Letter: 500-900 Words
Hertie School motivation letter: 500-900 words, 20% of the MPP and MIA ranking, part of 30% for data science. Referee and CV rules, a constructed example.
Hertie School Motivation Letter: 500-900 Words
Hertie's letter of motivation is 500-900 words and carries 20% of the ranking for the Master of Public Policy and Master of International Affairs. Your CV-based personal suitability carries 40%. So the letter should not retell the CV; it should connect one policy problem from your own work to the programme.
Hertie says nearly the same thing in its own admissions blog. It also publishes rules that change how you prepare the whole file: one referee contact, no photo on the CV, everything in English and PDF. This page quotes each rule, shows where Hertie's own pages disagree, and works through one constructed paragraph. For German university letters in general, start with our motivation letter guide for German universities.
Every Hertie School page quoted below was checked on 31 October 2026. The admissions pages give deadlines without a year, but they require your bachelor's to be finished "before 30 August 2027", so they describe Fall 2027 entry.
Hertie's published rules
From the MPP admissions page:
"A letter of motivation explaining your specific interest in the study programme and how it relates to your professional aspirations. Your letter should be 500-900 words."
"Your current CV indicating your academic background, work experience and voluntary activities. Please do not include a photo on your CV."
"Applicants are required to provide the contact information of one referee, either academic or professional, in their application form."
The same page says "All documents must be submitted in .pdf format", "All documents must be submitted in English", and that "Every transcript must include a transcript key (an explanation of the grading system)."
Deadlines for Fall 2027 entry, as the page states them:
| Deadline | What it is for |
|---|---|
| 1 December (Tuesday, 1 December 2026) | "eligible for our early bird offer" |
| 15 January (Friday, 15 January 2027) | Priority deadline "for all non-EU/EEA applicants" |
| 15 February (Monday, 15 February 2027) | Priority deadline "for all EU/EEA applicants" |
| 1 May (Saturday, 1 May 2027) | "The final deadline for applications" |
The weekdays and years are our arithmetic from the 30 August 2027 completion date. The priority dates matter for money. On full scholarships, the MPP FAQs say: "You must apply by either our Early Bird Deadline (1 December) or Priority Deadline (15 January for non-EU/EEA citizens; 15 February for EU/EEA citizens)."
How the letter is weighted
| Programme | Academic excellence | Personal suitability | Motivation | Other |
|---|---|---|---|---|
| Master of Public Policy | 40% | 40% | 20% | — |
| Master of International Affairs | 40% | 40% | 20% | — |
| Master of Data Science for Public Policy | 40% | 30%, together with motivation | (in the 30%) | Quantitative and technical ability 30% |
Sources: the MPP, MIA and data science admissions pages. Hertie's navigation now calls the third programme "Data Science and AI for Public Policy"; its admissions page still says "Master of Data Science for Public Policy".
What each weight measures is published too. Personal suitability is "CV, professional experience, entrepreneurship, international experience, civic engagement." Motivation, for MPP, is "Convincing motivation to study public policy, motivation to study at the Hertie School, overall coherence." For the data science master's, quantitative ability means "Understanding of statistics, mathematics and/or programming, as proven through a relevant degree, coursework or extracurricular activities (e.g. competitions in programming, hackathons, personal data-related projects and research)".
The weights have a second use. The FAQs say "These rankings are the basis for the allocation of partial scholarships for students with financial need." A stronger letter moves your rank, and the rank is used for funding.
What the 20% weight changes in the letter
Our view: use the letter for the one thing the CV cannot show: why a specific policy problem you have worked on leads to this programme at this school, now. Leave the list of roles to the CV, where it is already scored at 40%.
The basis: Hertie's admissions blog, "The art of (letter of motivation) writing" (dated 10 November 2025), says: "We encourage not just restating what’s in your CV, but showing us how your experiences have and will contribute to your personal and professional development." It also warns: "A statement that is too general or lacks clear examples and persuasive arguments can sink an otherwise strong application."
The countercase: if you are applying straight from a bachelor's with little work history, your CV carries less, and the letter is where coherence has to come from. Hertie allows for that: "a particularly compelling letter of motivation can help push your application to the top of the stack." Spend more of the 900 words on one academic or volunteer project in that case. And for the data science master's, where motivation is not scored on its own, give one sentence of evidence for the quantitative 30% (a statistics course, a data project) that the reader can find on the transcript or CV.
Unknown: Hertie does not publish how a letter's 20% is marked, or whether letters near 500 words fare differently from letters near 900.
The blog's five starter questions are useful as a check, not a template. They include "Why, at this point in time, do you want to pursue a master’s programme at our university?" and "What goals or plans do you have for your career after you graduate?" The blog adds: "you don’t need to answer every one of these questions in your actual letter of motivation."
Where Hertie's own pages differ
| Topic | Admissions page | FAQ or blog |
|---|---|---|
| Length | "500-900 words" | FAQ: "should not exceed two pages or 900 words" |
| Referee email | "Only institutional email addresses of the referees will be accepted." (MPP page) | FAQ: "For academic references, only institutional email addresses will be accepted." |
| Reference letters | Uploading them is "not mandatory" | Guide (10 November 2025): "We no longer require letters of recommendation for MPP, MIA and MDS programmes." |
| Several programmes | — | Guide: "If you're applying to more than one programme, you'll need to upload a unique letter of motivation for each." |
Our recommendation where they differ: write between 500 and 900 words and stay inside two pages, which satisfies both. Give a referee with an institutional address, academic or professional, so the stricter MPP wording is met. If you apply to MPP and MIA, write two letters; the FAQ's motivation criterion reads "motivation to study public policy or international affairs", so each letter should argue for its own field. One motivation letter for several German universities covers the same problem across schools.
A constructed paragraph
Constructed example, written by us, not a real applicant statement. Context (invented): Meera Iyer, a civil engineer at a city water utility for four years, applying to the MPP.
Weak: "I have worked for four years as a civil engineer, where I managed pipeline projects, coordinated with contractors and prepared technical reports. I am passionate about public policy and want to make a difference. Hertie is a leading school in Europe and its MPP will give me the skills I need."
Revised: "In 2024 our utility measured that a large share of the water we treated never reached a paying customer. My team could find leaks; we could not change why they were left unrepaired, which was a tariff that paid districts for water supplied, not water billed. Writing the technical annex to the city's tariff proposal showed me that the engineering was the easy part and the incentive design was not. I am applying to the MPP to learn to analyse and argue for that kind of reform, and to test it against how other cities have priced water, before I return to utility regulation."
The revised paragraph is 104 words (our count). It names one problem, one thing the applicant did, and the question she cannot yet answer, which covers "motivation to study public policy" and "overall coherence" from Hertie's criterion. Two choices keep it honest: "a large share" stays vague because the constructed applicant has no published figure to cite, and the paragraph makes no claim about Hertie's courses. In a real letter, add one sentence naming a concentration or faculty area from Hertie's own programme pages.
Before you upload
- Count words: 500 to 900, and no more than two pages.
- Check that no paragraph only repeats a CV line.
- Name one policy problem, what you did, and the question you bring.
- Say why Hertie and why now, in sentences only this application could carry.
- Remove the photo from the CV and add transcript keys.
- Use a referee with an institutional email address.
- Write a separate letter for each programme you apply to.
- Export everything as PDF, in English.
