Rejected for a PhD: Automatic Master's Offer?
A PhD rejection does not automatically produce a master's offer. Some departments automatically consider applicants for a master's, while others require an opt-in referral. Identify the fallback process before applying, and treat any eventual master's admission and funding as separate decisions.
Automatic consideration and referral are different
Johns Hopkins Mechanical Engineering automatically considers unsuccessful PhD applicants for its master's program without a separate application. That establishes a consideration process, not a master's offer for every rejected applicant. JHU Mechanical Engineering application FAQ.
UChicago Sociology does not offer a standalone terminal master's. Its doctoral applicants can instead choose to have their files referred to MAPSS or MACSS if they are not admitted to the PhD. The applicant's action changes with the policy. An automatic departmental process may require no second application; an opt-in referral requires a choice. Neither should be inferred merely because a university offers both master's and doctoral degrees.
Classify each fallback before submitting
Add one of these categories to your program list:

Read the receiving master's curriculum, research opportunities and degree requirements on their own merits. A familiar university name does not establish that this different program serves the same purpose as the PhD you originally sought.
Also identify how funding would be communicated. A statement about doctoral support does not by itself establish the financial terms of a master's offer. Keep consideration, admission and funding as three separate status fields.

An illustrative two-application plan
Illustrative case: An applicant wants doctoral study and would also seriously consider a suitable master's. They prepare applications to JHU Mechanical Engineering and UChicago Sociology.
For Hopkins, they can record that the department has a published automatic master's consideration process. They should still wait for an actual decision rather than treating the fallback as an admission already secured.
For Chicago, they need to examine MAPSS and MACSS and decide whether to select referral. Leaving that choice unresolved is not equivalent to having an automatic alternative. A later master's decision would concern the receiving program's training, rather than admission to Sociology's doctorate.
Suppose the applicant decides that neither referred master's matches their objectives. Declining to pursue that fallback can be sensible. The purpose of the worksheet is to identify a real alternative the applicant would choose, not to maximize the number of hypothetical offers.
Apply to a doctorate because you want the doctoral training. A fallback policy is no reason to misrepresent that intention or to assume a rejected PhD application is a shortcut into every master's program.
Prepare only the writing the next route requests
