Fulbright Study/Research Objective: Foreign Students

The Study/Research Objective is the main essay in the Fulbright Foreign Student application. The IIE prompt asks for "a clear and detailed description of your study/research objectives" and your reasons. Your commission sets the length: 2 pages in Colombia and Chile, 50 lines in Italy.

This is the essay non-US citizens write to study in the United States. It is not the Statement of Grant Purpose that US citizens write to go abroad, so do not use guidance written for that program. It is also easy to write it as a scholarship plea. That misses the second reader: in the IIE-placed model, your Fulbright application is what IIE uses to apply to US universities for you. Write it as a statement of purpose that also says why the work matters at home.

Every commission page and instruction document quoted below was checked on October 31, 2026. Of the calls we checked, most 2027–28 calls closed earlier in 2026; Italy's is open until November 30, 2026, and Greece takes applications from already-registered candidates until November 15, 2026. Eligibility, funding and deadlines are set country by country: start from the Fulbright Foreign Student Program page and follow the link to your commission.

The official prompt, word for word

The 2027–28 IIE application text, as reproduced in the Italian commission's copy of the IIE instructions, reads:

"Please write a clear and detailed description of your study/research objectives and provide your reasons for wanting to pursue them. This statement is an essential part of your application and is required."

It makes two demands: what you will study or research, and why. Length, the home-country angle and university names all come from your commission.

The second essay in the same form does carry a university rule:

"Your personal statement should be a narrative statement describing how you have achieved your current goals. Do not mention specific U.S. universities at which you would like to study."

So the "no universities" rule printed in the IIE form is attached to the personal statement. Whether it also covers the objective depends on your commission. The Fulbright personal statement for foreign students covers that second essay.

Who reads it: your commission, then US universities

The first reader is at home. IIE's page for host institutions says: "Fulbright applicants are reviewed in the candidates’ home countries by selection committees." The program page adds: "Program eligibility and selection procedures vary widely by country."

The second reader depends on your placement model:

ModelWhat IIE saysWhat it means for the objective
IIE-Placement"The Placement Team will use the information shared in their Fulbright application to apply to institutions on behalf of each candidate."Your application, not a separate SOP, is the material IIE works from
Self-Placement"IIE is not involved in the application process for self-placed candidates."You write your own SOPs; the objective is read by the commission

For IIE-placed candidates, the advisor "will send a “Request for Admission” (RFA) email to the university along with the student’s Fulbright dossier." The placement timeline puts this between October and December. Chile's 2026 magíster call also lists, among the benefits for selected candidates, "Asesoría académica individual en las postulaciones a universidades estadounidenses, incluyendo los ensayos “personal statement” y “study objective”." (Our translation: individual advice on US university applications, including the personal statement and study objective essays.)

Published: home-country committees select, and IIE applies to universities with your dossier. Unknown: IIE does not list what the dossier contains. Our view: assume an admissions reader sees your objective, and write every paragraph so someone who has never heard of your commission can follow it.

The countercase: self-placed applicants (Italy, Greece) write their own SOPs to each university, so their objective is mainly a commission document, and Brazil's DDRA researchers write a research project. The "two readers" rule matters most if IIE or your commission places you.

Limits and rules by commission

Each row comes from the commission's own call or instructions, checked October 31, 2026. Where the source is silent, the cell says so.

Two more commissions publish rules around the essay only. Argentina's 2027–28 Master y Doctorado call (closed March 25, 2026) collects the essays in its Mindaclient portal, with no prompt on the public page. Peru asks applicants to "Presentar una lista justificada y balanceada de universidades" (submit a justified, balanced list of universities) and schedules essay review for July to August, after interviews.

We could not load the Mexican commission (COMEXUS) or the Polish commission on October 31, 2026 (both returned HTTP 403), so neither is in the table. Do not assume either follows a row above.

Two pages is common, not universal; English is the default, with Spain's Spanish proyecto the exception (see the Fulbright Spain proyecto de beca guide); and the university rule flips by country.

Should you name US universities? Follow your commission's text

Two commissions say outright that their text overrides the shared platform. Italy's instructions: "In caso di discrepanza tra le istruzioni in inglese e in italiano, seguire esclusivamente le indicazioni in italiano." (If the English and Italian instructions differ, follow only the Italian.) Brazil's DDRA manual: "desconsidere a informação na plataforma de inscrições de que não se deve indicar a instituição nos EUA. A indicação da instituição anfitriã é obrigatória no projeto." (Ignore the platform's note against naming the US institution; naming the host is mandatory in the project.)

Run this procedure:

  1. Your commission forbids names (Colombia): describe the program type and the features you need, such as a thesis track, a methods sequence or a lab focus. No university names in either essay.
  2. Your commission requires names (Italy's objective, Brazil's project, Spain's universities section): name them and give a reason for each. The Fulbright Italy guide fits three reasons into 50 lines.
  3. Your commission is silent (Chile's call; Greece and Argentina in their portals): ask the commission. Without an answer, our recommendation is program features, not names. The basis: where staff help choose your universities after selection, as Argentina's FAQ describes ("Una vez que los candidatos son seleccionados, el personal de Fulbright los asistirá en la definición de las opciones finales"), an essay that names one university may be sent to another.
  4. The personal statement: never name a university. The IIE prompt says so.

Master's objective vs PhD research objective

The prompt says "study/research", and the two halves need different evidence.

You are applying forWhat the objective must carrySource of the demand
A master's degreeYour objectives, the program type that delivers them, how your experience leads there, and the use at homeColombia: "Debe contener los objetivos académicos o de investigación que desea desarrollar"; Chile: "la relevancia de su área de estudios para Chile"
A PhD or a doctoral research stayA research question, method, timeline, why a US host, and referencesBrazil DDRA: title, context and relevance, objectives, methodology, schedule, host justification, bibliography

For a master's, the risk is vagueness. For a research stay, it is a dissertation chapter with no reason to happen in the United States; Brazil's first section asks for relevance "para o país de origem" (for the home country) as well as for the field. For the future-plans paragraph, see career goals in an SOP for international students.

Constructed example: two paragraphs that work for both readers

Constructed example, written by us, not a real applicant statement.

Context (invented): Rosa Quispe, a transport engineer at a regional transit authority in Peru, applying for a master's in transportation planning. She names no university, because her list may change after selection.

The weak opening (61 words):

Since I was a child I have admired the United States and its excellent universities. Studying there would be a dream come true and would allow me to deepen my knowledge and contribute to the development of my country. I am a hardworking engineer with a strong academic record, and I believe the Fulbright Program is the perfect opportunity for me.

The revised opening, middle and closing paragraphs (159 words):

I plan bus routes for a regional transit authority that carries about 60,000 trips a day on vehicles with no real-time location data. My objective is a two-year master's degree in transportation planning with a thesis track, so that I can learn to build demand models from fare-card and GPS records and test them on a real network.

I need three things that my engineering degree did not give me: graduate coursework in travel-demand modeling, a statistics sequence that covers panel data, and a thesis supervised by faculty who publish on public transit operations. I will look for programs that combine all three rather than for a ranking.

When I return, I will propose a pilot that uses fare-card data to redesign four feeder routes in one district, and I will train two colleagues in the method. The pilot would give my authority the first evidence-based route review in its history, and a model other regional authorities could copy.

Why the revision works:

  • Commission reader: a named problem (routes planned without data) and a return plan with a size.
  • Admissions reader: the program type (thesis track, demand modeling, panel statistics) reads like a statement of purpose, so it still works if IIE sends it to a university.
  • The prompt: paragraph one gives the objectives, paragraph two the reasons. Nothing praises the United States.
  • The trip count is invented. In your essay, use only numbers you can source.

Seven mistakes that cost you with both readers

  1. Praising the United States. Chile asks for "las razones por las que desea continuar estudios en EE.UU." (your reasons for studying in the US). A reason is a course, a method or a kind of supervision.
  2. Retelling your CV. Colombia's personal statement "no debe ser un registro de los hechos ya enumerados en otros requisitos" (must not record facts already listed elsewhere). Our view: the same holds for the objective.
  3. "The development of my country" with no problem attached. Colombia requires objectives "definiendo una problemática o situación en específico con enfoque multidisciplinar" (defining a specific problem or situation with a multidisciplinary approach). Name the sector, the place and the gap.
  4. Getting the university rule wrong. Names in Colombia, or none in Italy, breaks a written instruction.
  5. Ignoring the format. Chile's call says that not presenting a document "en el formato (PDF) y extensión solicitados" is enough to declare the application "fuera de bases" (out of the competition).
  6. Writing in your own language when English is required. Italy requires every candidate-written document in English. Colombia lists "Los ensayos y/o el curriculum vitae fueron escritos en español" among its common reasons for non-selection. If you draft in Spanish or Portuguese first, read the risks of a translated SOP.
  7. Pasting someone else's text. Italy's copy of the IIE plagiarism agreement says: "Application materials will be processed using software to help identify any instance of plagiarism. Plagiarism in any part of your Application will result in your disqualification from participating in the Fulbright Foreign Student Program." Colombia's terms go further. (The applicant declares that they have not used artificial intelligence in the application and undertakes, if selected, not to use it in the placement process; breaching this results in disqualification.) Its list of common reasons for non-selection also includes: "Se comprueba que el aplicante ha generado por GenAI toda su aplicación y postulación al programa." Read your commission's declaration in the application before you sign it.

Questions about the Study/Research Objective

How many words is the Fulbright Study/Research Objective?

There is no single number. The IIE prompt sets no length; your commission does. Of those we checked, Colombia and Chile allow 2 pages, Italy 50 lines at 12 pt single spacing, Spain's Spanish proyecto 1,000 to 1,500 words, and Brazil's DDRA project 10 pages excluding bibliography.

Should I mention specific US universities in my study objective?

Only if your commission says so. Colombia forbids it; Italy, Spain (in a separate section) and Brazil's DDRA require it. The IIE prompt itself bans names only in the personal statement.

Is the Study/Research Objective the same as the Statement of Grant Purpose?

No. The Statement of Grant Purpose belongs to the Fulbright U.S. Student Program for US citizens. The five U.S. Student components are a different application with different limits.
