Dutch Residence: Do All Student Years Count?

No. Dutch national permanent residence and EU long-term resident status apply different counting rules. For the EU route, study years count half and orientation-year time does not count. Do not apply that formula automatically to the national route.

Two applications can read the same history differently

The IND's national permanent-residence guidance starts with five consecutive years of valid Dutch residence, together with requirements such as main residence, timely extensions and a current non-temporary residence purpose. Income, integration and other conditions also apply.

The EU long-term resident guidance explicitly discounts previous study residence by half. It excludes other temporary purposes, including the orientation year, from the qualifying calculation. It also sets its own residence, absence and current-status conditions.

The practical implication is that study and orientation periods can be relevant to the national five-year history even though they receive different treatment under the EU route. Having a valid permit today is still not enough: its current purpose and your earlier compliance matter.

For an Indian student comparing Dutch master's programs, this is a reason to label the eventual goal precisely. “Permanent residence after five years” conceals the distinction between these two statuses and leaves important conditions unstated.

Work through an identical timeline twice

Illustrative example, created for this guide: Suppose a graduate has two years on study residence, one orientation year and two years on highly skilled migrant residence. For this example, assume uninterrupted valid permits and residence in the Netherlands; actual absences and compliance would need separate review.

That is a five-year national permit history but only three counted years in the simplified EU calculation. It does not mean the national application will be approved. Current residence purpose, income, integration, continuity and the other published requirements must also be satisfied.

Apply this original decision procedure to your records:

1. Write down whether you mean national permanent residence or EU long-term resident status.
2. List each permit's actual purpose and validity dates.
3. Apply that route's counting rules to each period separately.
4. Review absences and gaps rather than treating all calendar time as residence.
5. Check current-status and other requirements before drawing an eligibility conclusion.

The IND says it first checks the EU long-term requirements when considering a permanent-residence application. Understanding the alternatives therefore helps you read the eventual assessment accurately. EU long-term status can make applying in another EU country easier, but the destination's residence requirements still apply.
