uni-assist takes 4-6 weeks and tells you to apply 8 weeks early, so a 15 July deadline is really mid-May. The APS, VPD, letter and visa stack, dated.
Germany Master's 2027: The Real Deadline Is Not 15 July
Your working deadline is mid-May, not 15 July. uni-assist advises applying "at least 8 weeks before the deadline expires" and takes "4 to 6 weeks" to evaluate, so your documents — and the letter going to the university — must be finished well before the date on the programme page.
Why the working deadline is mid-May
uni-assist publishes the headline dates as approximations — "often July 15th" for a winter-semester start, "often January 15th" for summer — then adds two constraints that move the real date:
- "Apply as early as possible, at least 8 weeks before the deadline expires."
- "Your online application form and your complete documents need to be submitted in your My assist account before the application deadline."
Eight weeks before 15 July is 20 May. TUM's own uni-assist page is blunter still: "Documents submitted to uni-assist after the application deadline cannot be considered for the respective semester."
15 July is also not everyone's date: uni-assist notes earlier deadlines for many master's programmes, and TUM publishes no central master's deadline at all. Its dates page says "Please refer to the specific programs for information on application deadlines" — and the programmes do set their own: TUM's CIT school publishes "February 1 – May 31" for Informatics and for Data Engineering and Analytics, with 31 March advised for applicants who need a visa. On that calendar the working deadline is March, not May.
The five-step stack, and who owns each step

Two of the five are agencies that check documents. Neither admits you, and neither reads your writing.
APS: admission document or visa document?
Visa. APS India's FAQ says the certificate "is generally required as part of the documentation for the German student visa procedure", and assigns the admission decision to the universities. Some programmes still ask to see it — but the certificate exists for the visa stage.
The timing is where other pages overreach. APS India refuses to publish a figure: "Processing times depend on the number of applications received and on the response time of schools, boards, universities and other institutions contacted", and it "cannot provide a fixed processing time for every individual case." Any confident "four to six weeks" is somebody's estimate, not the agency's — so treat APS as the first step and the least predictable. What APS actually is and applying in your final year cover it.
VPD: who needs one, and TU Berlin's change
Whether you need one is set by the university, and at least one has changed its rule. TU Berlin states that "Master's applicants who have completed their primary university degree … at a foreign university … will need a preliminary review documentation (VPD) for their application to TU Berlin from the summer semester of 2026 onwards." That is TU Berlin's rule, not a Germany-wide change — but it is the kind that turns a five-week plan into a twelve-week one, so re-read each target's page for the cycle you are applying in. A VPD is "valid for one year from its date of issue", so one from an earlier round may still stand.
Where the motivation letter sits
Late in the document chain, early in your own: it goes to the university after the VPD exists, but it must be drafted before the uni-assist submission, because a 20 May deadline leaves no writing time in June. It is also the step most likely not to exist — TU Berlin's list for foreign-degree master's applicants is credentials, with a letter named for one programme only. Frequently asked questions
Do I need a VPD at all, and from which semester?
The university decides. TU Berlin requires one from master's applicants with a foreign first degree "from the summer semester of 2026 onwards"; others take applications directly, or run the whole application through uni-assist. Check your target's page for your semester.
Will my application still reach the university if I submit on deadline day?
uni-assist's advice is not to try: apply "at least 8 weeks before the deadline expires", and TUM adds that "Documents submitted to uni-assist after the application deadline cannot be considered for the respective semester."
How does uni-assist convert my Indian CGPA?
It does the conversion and prints the result: the VPD records "how uni-assist rates the grade within the German system of grades". The authoritative number is the one on your VPD, not one you calculate from your B.Tech marksheets in advance.
What documents does the German master's application actually need?
TU Berlin's published list is a fair model: VPD, degree certificate, "study and examination regulations and the module descriptions", declaration of previous study periods, and ID — plus country-specific requirements for applicants from India, China, Vietnam and Iran. The letter, where required, is added by the programme on top.
What happens at the visa appointment?
It is the last step, not a parallel one: you book it with the German mission once the admission letter and financial proof exist, and the APS certificate is part of the documentation for that procedure. How much has to be in the blocked account?
The figure is set by the German authorities and changes. The only number worth acting on is the current one published by the mission handling your application — confirm it there, and allow for transfer time inside the August–September window.
What to do next
