APS India calls its certificate part of the German student visa documentation. Why universities still ask for it at application, and what to do first.
Is APS for Admission or Only for the Visa?
APS India describes its certificate as visa documentation — "generally required as part of the documentation for the German student visa procedure" — while a German university can still ask for it with your application. Both lists are real, and you plan around the earlier of the two.
What APS India says

The APS certificate is generally required as part of the documentation for the German student visa procedure.
APS India does not decide on admission to German higher education institutions and does not decide on visa applications.
Admission decisions are made by the German higher education institutions. APS India does not replace the admission decision of a German university, uni-assist or any other admission authority.
Applicants must check the admission requirements of the German higher education institution to which they intend to apply.
Read together, those four sentences settle the question. The certificate verifies your Indian academic documents; its stated place is the visa file, and the agency speaks for neither the university nor the visa section.
Why a university can still ask for it
Because admission requirements are set by each university, and several of them build country-specific checks into their own document list. TU Berlin's master's page for applicants with a foreign first degree states that "Applicants who graduated from universities in India, the People's Republic of China, Vietnam and Iran have to additionally fulfil country-specific requirements", listed alongside the preliminary review documentation (VPD) that the same page requires "from the summer semester of 2026 onwards" (TU Berlin, retrieved 12 September 2026).
One certificate serves all of it. APS India issues the document digitally and says it "must remain unchanged when submitted to universities, uni-assist, VFS or the visa section" — the same PDF travels to every stage, so do not rename, edit or merge the file.
Your order of operations
- Open each target's required-documents page and write down whether APS appears there, and by what date. The answer will differ across your shortlist.
- Note the deadline the visa stage implies. APS India advises that "applicants are advised to plan the APS procedure early", precisely because the certificate is generally needed for the visa procedure.
- Start APS against the earlier date, not against the deadline you happen to remember first.
- Do not send an incomplete file to gain time. The FAQ is direct: applicants "should not submit incomplete documents or apply before the academic stage relevant to their intended admission pathway has been completed", and "The APS processing fee is non-refundable once paid, regardless of the outcome of the verification procedure."
- Keep the original PDF. Certificates are issued digitally to the email address you registered.

Frequently asked questions
Does APS decide whether I am admitted?
No. The FAQ says admission decisions are made by the German higher education institutions and that APS India "does not replace the admission decision of a German university, uni-assist or any other admission authority". It also states that the certificate "does not guarantee admission to a German higher education institution and does not guarantee that a visa will be issued".
Do doctoral applicants need APS?
Not always. The FAQ lists cases where verification may not be needed, including applicants who "intend to pursue a PhD or postdoctoral project in Germany and the German institution does not require APS verification". Confirm your own case with the institution and with APS rather than assuming the exemption.
