HKPFS and Hong Kong PhD Referee Reports

The HKPFS form takes no referees; HKU wants two reports and CUHK three. Why submitting on 1 December 2026 leaves referees short, and what they write.

HKPFS and Hong Kong PhD Referee Reports

The Hong Kong PhD Fellowship Scheme (HKPFS) form does not ask for referees. Each university does, in its own PhD application: HKU asks for two academic referees' reports, and CUHK three referee reports for research doctoral programmes. Both universities' full applications close on 1 December 2026.

The referee clock starts when you submit the university application, not when you finish the fellowship form. HKU invites referees only "once your application is submitted" and gives them 14 days. An applicant who submits on 1 December leaves referees working into mid-December, after the date every other part of the file was due. This page is for the applicant and the referee. The proposal and statement are covered in the HKPFS research proposal and personal statement guide.

Every page quoted below was checked on 31 October 2026 and is for the HKPFS 2027/28 round unless marked. HKUST's fellowship page blocked our automated check, so HKUST's referee rules are not covered here; check them on its site.

Two applications, one referee timeline

StepWhereReferees?Deadline (Hong Kong Time)
1. Initial applicationResearch Grants Council (RGC), HKPFS Electronic SystemNo"by 1 December 2026 at Hong Kong Time 12:00:00"
2. Full applicationEach university's own system, quoting your HKPFS Reference NumberYes1 December 2026, 11:59pm, at all eight universities on the RGC's list

The RGC's FAQ settles the confusion: "It is not necessary for applicants to provide information on academic referees in HKPFS electronic system at the initial application stage. However, such information is required by respective university during full application. Each university may have different requirements for full application of PhD programmes."

Note the two times on 1 December: the RGC form closes at noon, the university applications at 11:59pm. The RGC also warns that "the deadlines for applications to some of the universities may immediately follow that of the Initial Application", so it tells applicants to "submit initial applications as early as possible". The application window opened on 1 September 2026.

Referee rules at HKU and CUHK

HKUCUHK
How many"Two academic referees’ reports""Research doctoral: Three referee reports are required. Other programmes: Two referee reports are required."
WhoAcademics "who are familiar with your academic achievements and research ability". "Persons from non-academic background are not considered as appropriate academic referees."Not specified on the documents page
How"an online academic referee's report""Submit referee information via Online Application System." CUHK lists them under "Confidential Recommendations"
The referee's windowInvited "to complete an online referee's report within 14 days once your application is submitted"Not stated on the pages we checked
If a referee does not respond"Under exceptional circumstances, you may nominate up to two new referees to replace the nominated referee(s) who does not submit a referee’s report by the submission deadline"Not stated

Two more rules change your planning. HKU: "The Graduate School may conduct authentication check upon admission. Submission of forged reports will lead to disqualification of application and withdrawal of offer of admission." CUHK: "If you have chosen two CUHK programmes in Step 1, submit separate applications for each." CUHK's page does not say whether your referees then get one request or two. Assume two, and warn them.

Unknown: neither university's pages we checked say whether a referee report that arrives after 1 December still counts for the fellowship nomination. We found no page that says, so plan as if it does not.

When to submit so referees are not rushed

Our view: submit the university application, with referees nominated, by 17 November 2026. HKU's 14-day invitation then runs to 1 December (our arithmetic: 17 + 14 = 1), so the reports can arrive by the same date as everything else.

The basis is HKU's own wording: the system invites referees "to complete an online referee's report within 14 days once your application is submitted." Submit later and the window runs past the deadline. Submit on the last day and it ends around 15 December.

The countercase: if your referees have already written about you this cycle and can turn a report round in a day or two, a late-November submission is workable. And CUHK states no referee window at all, so its timing is unknown either way. The safe reading is the same: earlier is better.

A dated plan for the 2027/28 round:

  1. By Friday 6 November 2026: ask your referees, in person or by email. Send the briefing note below.
  2. By Friday 13 November: submit the RGC initial application and get your HKPFS Reference Number. It is needed for step 2.
  3. By Tuesday 17 November: submit the university application(s), quoting the reference number, with referees nominated. At CUHK, one application per programme.
  4. Friday 20 November: check each referee's status in the university's system. Remind anyone who has not started.
  5. Friday 27 November: if a referee at HKU has not responded, ask the Graduate School about nominating a replacement.
  6. Tuesday 1 December 2026: RGC form closes at 12:00 noon; university applications at 11:59pm, Hong Kong Time.

CUHK lists interviews for shortlisted applicants from "Sep - Dec 2026", and the RGC says results "will be announced by May 2027".

What a Hong Kong referee report should show

The report forms sit behind each referee's login, so we cannot quote their fields. What the public pages state:

  • HKU wants referees "familiar with your academic achievements and research ability".
  • The RGC's criteria: "While candidates' academic excellence is the primary consideration, the Selection Panels will take into account factors such as research ability and potential, communication and interpersonal skills as well as leadership abilities."
  • CUHK's fellowship page lists five headings under its requirements: "Academic Excellence", "Research Ability and Potential", "Communication and Interpersonal Skills", "Leadership Abilities" and "Cultural Diversity".

Our recommendation, for the referee: write to those criteria in that order of weight. That means a rank with the group size for academic excellence ("third of 45 in the final-year cohort"), one research episode in which the student's own decision is visible, and one direct sentence on whether the student can run an independent PhD project. Selection panels are broad: the RGC uses one for "Sciences, Medicine, Engineering and Technology and another one for Humanities, Social Sciences and Business Studies". So explain the research in terms a scientist outside the field can follow. For grades on a non-Hong Kong scale, see explaining grades and class rank in a recommendation letter. Constructed example: the briefing note you send your referee

Constructed example, written by us, not a real applicant's note. Context (invented): a final-year MSc student applying under HKPFS to one HKU and one CUHK programme.

  • Programmes: PhD in Civil Engineering at HKU; PhD in Earth and Atmospheric Sciences at CUHK.
  • You will receive requests from each university's system after I submit, which I plan to do on 17 November 2026. HKU asks referees to respond within 14 days.
  • What the panels weigh: academic excellence first, then research ability, communication and leadership.
  • What only you can describe: my thesis work on rainfall-runoff modelling in your lab, March to October 2026, and the calibration error I found in the old model.
  • Attached: CV, transcript with my rank in the cohort, research proposal, and the two programme links.

Every line gives the referee a fact or a date they would otherwise have to ask for. It does not tell them what to say about you.

Taught master's references in Hong Kong

The fellowship timeline above is for PhDs. For taught programmes, CUHK's rule is "Other programmes: Two referee reports are required." HKU's taught postgraduate requirements are set per programme, and HKU's central taught-postgraduate page redirected to an application portal when we checked, so we do not quote it. Read your programme page. The personal statement side is in the HKU taught master's personal statement guide and the CUHK master's personal statement guide.

Questions about HKPFS referees

Do I enter my referees in the HKPFS form?

No. The RGC's FAQ: "It is not necessary for applicants to provide information on academic referees in HKPFS electronic system at the initial application stage." You enter them in each university's application.

Can my employer be a referee at HKU?

Not as one of the two academic referees: "Persons from non-academic background are not considered as appropriate academic referees."

What if my referee never submits?

At HKU, "Under exceptional circumstances, you may nominate up to two new referees". If a referee says no request arrived, the recommender did not get the link guide covers spam folders and blocked domains.

Can my thesis supervisor be one of the three CUHK referees?

CUHK's documents page does not restrict who writes. If your supervisor cannot write, see a PhD reference without your thesis supervisor. For the interview that follows a shortlist, see HKPFS interview criteria and questions.
