Grad Application Incomplete After Submitting?
Grad application incomplete after you submitted? Test-report matching windows at 5 US schools, WES timing, late letters and when to email.
Grad Application Incomplete After Submitting?
If your grad application shows incomplete in the first weeks after you submit, check the published window before you write to anyone. Berkeley says score reports "typically" take 7-10 days to match. Washington says allow 14 business days, then 2 more. Email only after that window passes, and about one named item.
An "incomplete" or "awaiting" flag looks like a lost document. Before the window passes, the schools' own pages describe it as a delay: the testing agency is still sending, or the office has not matched the report to your file. The real problems are ones waiting will not fix: a wrong institution code, a name that does not match, an unpaid fee. This page sorts the two. If you need to know whether to email at all, when emailing grad admissions after applying helps covers that. If a deadline is still ahead of you, start with what to do when you missed a grad application deadline.
Every university and agency page quoted below was checked on October 31, 2026. None of them states an admission year, so recheck your own school's page before you act. More guides for the season are in the graduate school essays hub.
Read the checklist item by item
Each missing item has a different sender and a different fix. Find yours in this table before you do anything else.
| Item on the checklist | Who sends it | What fixes a missing one | Published timing |
|---|---|---|---|
| GRE or TOEFL score | ETS, on your order | Check the institution code and your name, then wait out the window | ETS delivery plus the school's matching window (next section) |
| IELTS score | The test centre, electronically | Ask the test centre to confirm it sent the result | Berkeley gives one 7-10 day matching window for GRE, TOEFL and IELTS |
| Recommendation letter | Your recommender, through the portal link | Send a reminder from the portal; replace the entry if the email was wrong | Berkeley: "The system does allow recommendations to be submitted after the deadline" |
| Transcript | You, as an upload | Upload the missing pages; at Berkeley, official copies come later | Berkeley: unofficial copies at application, official "at a later time" if admitted |
| Credential evaluation (WES) | WES, after your university sends records | Chase your university's registrar first | WES course-by-course: verification "Typically 2 weeks", evaluation "Typically 2 weeks" |
| Application fee | You | Pay it in the portal | Berkeley: unpaid within 3 days of the deadline means "your application will not be reviewed" |

Two rows need action today, not patience. The fee: Washington says "Before scores can match to your record, you must submit your application and resolve your application fee." An unpaid fee can keep your scores showing as missing. A wrong document you uploaded yourself: Berkeley says "Only departments may decide whether to accept application materials submitted after the deadline". Our page on uploading the wrong SOP after submitting covers that case.
How long scores take to reach your file
Two clocks run in a row. First the testing agency delivers. Then the university matches the report to your application.
The agency clock. ETS's TOEFL score page gives delivery times "(all times approximate)": "ETS® Data Manager: 4–8 business days", "Server feeds: 8–10 business days", and for postal mail "10–12 business days plus mailing time". For the GRE, ETS says: "It takes approximately 5 business days to process requests to send GRE scores to your designated institutions."
The university clock. Five US graduate schools publish their own window:
| University | What its page says | When it says to act |
|---|---|---|
| UC Berkeley | "It typically takes 7-10 days for the GRE, TOEFL, and/or IELTS score reports to match in our system" | If the report is not "Verified" within 2 weeks, "please contact us again" |
| University of Washington | "Please allow 14 business days from the date you requested your testing agency to electronically send your scores", then "an additional 2 business days" to match | After 16 business days from your order (our arithmetic) |
| UConn | Electronic scores "may take up to 5-10 business days to load to your application" | Not stated on the page |
| Utah State | The testing company can take "10-14 business days", plus "an additional 10-14 business days" for admissions to process | "If your test scores are still not showing up after waiting an appropriate amount of time" |
| Ohio State | "On average, it takes 3 to 4 business days after submitting the online application for items to process and update" | "Items are only processed on business days." |
Our arithmetic on that table: the shortest published window is Ohio State's 3 to 4 business days for items to update; the longest is Utah State's, up to 28 business days from your order, about five and a half working weeks. Berkeley's page does not say whether its 7-10 days start when ETS sends or when you order.
Our view: set your follow-up date from your own school's published window plus the agency's delivery time, and do nothing before it. The same delay can be past one school's window and inside another's: Ohio State gives 3 to 4 business days for items to update, Utah State up to 28 business days for scores. Only your school's page tells you which applies.
The countercase: some problems do not fix themselves, so waiting longer only costs time. Washington: "If your name is spelled differently or listed differently on your application and your score report, your scores may not automatically match." Utah State: "It is possible your biographical information on your test scores do not match your application." A wrong code is the other one. Berkeley wants ETS institution code 4833 "for Graduate Organizations", and Washington says its code 4854 matches "any graduate applications you submit, regardless of the department code." If your name or code is wrong, email the office as soon as you find it.
Do not reorder the scores to be safe. ETS charges "US$40 per score recipient" for an extra GRE report, and "Once you submit your request, it can’t be canceled, changed or refunded."
Letters that arrive after you submit
A missing letter runs on the recommender's clock, not the office's. Berkeley lets you submit before letters arrive ("Yes, you can submit your application before all of your letters are submitted"), lets you "send reminder emails via the Recommendations page even after you have submitted your application", and says the system allows letters after the deadline, with a warning: "Please check with the program you are applying to regarding their recommendation deadline requirements."
If the recommender never got the link, a reminder will not help. At Berkeley you "will need to exclude the original entry and create a new recommender entry with the correct information", and the old link stops working. Portal-by-portal rules are in what to do when your recommender did not get the recommendation link. Whether a late letter will still be read is a department question, covered in missing grad school letters at the deadline.
WES and transcripts
A credential evaluation is the slowest item, and the clock starts late. WES "only starts the process after receiving all required official documents from you and your institution." For a course-by-course evaluation, the WES processing page lists document verification at "Typically 2 weeks" and the evaluation at "Typically 2 weeks (complex evaluations may take up to 4 weeks)". It adds that "the stated processing times are approximate".
Our arithmetic: about four weeks after WES has every document, and up to six for a complex file. The weeks your own university takes to send records come before that, and WES publishes nothing on them.
So the first email, if WES shows a document missing, goes to your university's registrar, not the graduate school. Your school may not need an evaluation at the application stage at all. Check that first in do you need WES before applying for an MS. For transcripts, Berkeley takes unofficial copies with your name, school, courses and grades, and asks for official ones only "If you are offered admission".
The email to send when a window has passed
Run these four checks first. Send only if all four pass.
- The window has passed on your school's own page, counted in business days from the right start point.
- The sender confirms delivery. ETS, the test centre, WES or your recommender says it was sent, and when.
- The details match. The name, date of birth and institution code on the report match your application.
- One item, one email. Name the item in the subject line, with your applicant ID.
Constructed example: a TOEFL score past the school's window
Constructed example, written by us, not a real applicant email. Context (invented): the applicant's school says electronic scores take up to 10 business days to load, as UConn's page does. ETS marked the TOEFL report sent 20 business days ago (our count), and the checklist still shows it as missing.
The weak version (constructed):
Hello, my application still says incomplete and I am very worried. I sent all my documents. Please check everything and let me know if anything is missing. I can resend my TOEFL and transcripts if needed.
The revised version (constructed, 72 words including the subject line):
Subject: TOEFL score not matched, MS Civil Engineering, Priya Nair (applicant ID 40217)
Dear Graduate Admissions,
My checklist still shows my TOEFL iBT as missing. ETS shows the report sent electronically on the date in my ETS account, 20 business days ago, to your institution code. The name and date of birth on the report match my application. Could you check whether it is waiting to be matched?
Thank you, Priya Nair
The weak version asks the office to audit the whole file and offers to resend things nobody asked for. The revised version names one item, shows the window has passed, and has already ruled out the name mismatch the office would check first.
What happens next after you submit
Once the checklist is complete, the next date is the decision. Berkeley says "decisions are typically sent out between January and April, every department has different timelines." Its departments recommend admission first, and the official letter can follow later: "It can take up to two weeks for the department and the Graduate Division to process the recommendation." If more than three weeks pass, Berkeley says to contact your department. Questions about incomplete applications
Will my application be reviewed if it shows incomplete?
It depends on the item and the school. Berkeley will not review a file without the fee within three days of the deadline, but it accepts score reports after the deadline. Utah State says that if you use unofficial test scores, "your application will be considered incomplete." Read your program's page for the item that is missing.
Should I resend my test scores?
Not until the window has passed and the school tells you the report is not on file. A GRE report you order cannot be cancelled or refunded, and a second copy does not move faster than the first.
Can I upload a corrected transcript after submitting?
At Berkeley, only the department decides on materials after the deadline, so ask the department. Our pages on adding fall grades after applying and uploading the wrong SOP cover the two common cases.
My recommender says they submitted, but my portal says pending. What now?
Ask the recommender for the confirmation email, then check the portal again a few days later. If it still says pending, send one email to the admissions office with the date of submission. Before you chase a missing item, check what a US MS application needs at submission and what only arrives after an offer.

Get a free review of your statement of purpose
While you wait on a score or a letter, your statement for the programs you have not submitted yet is still yours to improve. Get a free Quick Review of your statement of purpose against GradPilot's general MS statement of purpose rubric, the closest rubric for this page, since application status has no rubric of its own. It reads how clearly you state your goals, how well you show knowledge of the program, and how your preparation supports the degree. You can also start a graduate SOP review and choose the general MS statement of purpose rubric.
